The Association began operating at the end of 2004. By the end of November 2019, the Association had 130 members including state-owned, private, joint stock, joint venture and foreign-invested enterprises and organizations, operating in production, preliminary processing, processing, business, import-export, finance, research, training, support and services related to the Vietnamese rubber industry.

The Association is currently a member of the Vietnam Chamber of Commerce and Industry (VCCI), the International Rubber Association (IRA) and the Southeast Asia Rubber Business Council (ARBC). In addition, the Association is also an Associate Member of the International Rubber Research Organization (IRSG) and a collaborator of the Association of Natural Rubber Producing Countries (ANRPC).
